POSITION OBJECTIVE

Under general direction, design flexible application frameworks. Analyze and improve performance of software programs and analyze requirements for data exchanges between application software and other Case Western Reserve University systems; determine viable alternatives; make recommendations; and design, specify, obtain consensus, and implement solutions. Work may be done for university-wide systems or assigned school/ business unit. May serve as team leader on projects and set standards for development.

ESSENTIAL FUNCTIONS

  • Design and deliver high quality, high impact systems solutions. Define and scope project for application solutions; establish project plans and project schedules, follow project management standards, implement solution. Review project deliverables for conformance to established standards. Assure software meets quality standards. Function as service manager or service owner for university systems. (60%)
  • Proactively contribute to strategic planning of applications and technology direction. Participate in software architecture and system level design. Work with developers and business systems analysts on detailed complex designs and ensure business requirements and system needs are met (including technical and operational documentation). (25%)
  • Work with staff to ensure adherence to prevailing programming standards when performing analysis, writing documentation, and testing components. Develop best practices of the software development life cycle (SDLC) and software quality standards. Serve as a resource to university colleagues, consultants, and customers. Provide on-call and remote support as needed. (10%)

CONTACTS

Department: Frequent contact with UTech staff for communication with application developers, programmers, business analysts, application architects for the purpose of information exchange and to share strategies for problem resolution.

University: Regular contact with school and university stakeholders to collaboratively meet their information requirements and computing needs including general communication, gathering, and analyzing requirements, providing support and training.

External: Occasional (as needed) contact vendors for the purpose of evaluating and selecting solutions, implementation, integration, and troubleshooting.

Students: Occasional contact with students for the purpose of troubleshooting, technical support and question resolution.

SUPERVISORY RESPONSIBILITIES

Generally, directs the work of application developers, business systems analysts and/or contractors.

QUALIFICATIONS

Experience: 7 to 10 years of progressive experience.

Education: Bachelor’s degree in computer science, information technology, or related field.

REQUIRED SKILLS

  • Mastery of application development and design principles, methodologies, and tools.
  • Demonstrate thorough understanding of the software development life cycle (SDLC) and utilize the ability to lead efforts in implementing life cycle practices, especially those applicable in web-based environments.
  • Mastery of principles and methods of systems analysis, including business process and entity relationship analysis tools and methods.
  • Mastery of database theory, design rules and development practices, including data modeling, data flow and entity relationship analysis.
  • In-Depth knowledge of project management methods, tools and techniques.
  • Advanced knowledge of Visual Studio .NET platform (C#, ASP.Net, ADO.Net)
  • Experience designing and developing web-based applications with C#, .NET framework, ASP.NET, ASP.NET Core, JavaScript, ReactJs, Python, PHP, JSON, HTML, CSS, and other web-authoring languages and technologies.
  • Experience developing new functionality for a CMS environment.
  • Experience with report generation. Experience with Telerik preferred.
  • Ability to analyze information system needs from non-technical descriptions, and to draft explanations in lay terms. Ability able to analyze current technology and integrate it into existing systems with a high level of transparency in a cost effective and efficient manner. Significant amount of creativity and adaptability required.
  • Experience with object-oriented development, entity framework and client/server technology.
  • Must be well organized to handle the variety of problems that occur on a regular basis. Ability to take initiative to anticipate problems and deal with them proactively while they are still manageable. Ability to handle pressure and a heavy workload.
  • Principles and practices of sound business communications including the ability to actively listen; responsive to verbal and non-verbal clues.
  • Ability to look at situations from multiple perspectives, break problems into component parts, and look for underlying causes and think through the consequences of different courses of action. Ability to identify various types of problems along with the creation of workable solutions. Requires the identification and analysis of problems, evaluation of alternatives, and provision of solutions.

WORKING CONDITIONS

Professional office setting. The position requires typing on a computer keyboard and using a computer mouse and a printer. The employee may be required to attend meetings/functions outside normal working hours (weekend or late hours may be required during peak activity periods.) The employee may be required are to carry a cell phone, during and after their normal work hours, including weekends to attend to after-hours emergencies.
