University Circle Special Improvement District Rate Payor Updates

On January 1, 2025, University Circle launched a Special Improvement District (SID).   This district was approved and adopted by the Cleveland City Council in the Spring of 2024. The district is defined by the map linked to the right. The district services are defined in the Service Plan, however, the general services are policing and safety for the area. The statute that provides for the enabling legislation is Ohio Revised Code Section 1710.01.

The SID is governed by a body that includes representation from our largest stakeholders (Case Western Reserve University and University Hospitals) appointees from the Mayor and the Council President, general property owners, and other UCI trustees. The members of the governing body are listed to the right.

The SID governing board will be an open committee, subject to Open Meeting Laws pursuant to Ohio State Law.  Meetings will be noticed and open to the public. Meeting details for 2025 are below. Please check this page often as we will post agendas and minutes in a timely manner.

2026 Meeting Schedule 

All meetings will take place in the University Circle Community Room at 10831 Magnolia Drive.  Meetings will begin at 4pm and conclude by 5:15pm.
