Cleveland’s eds and meds district, four miles east of downtown, is on the verge of a major transformation as a result of $2 billion worth of infrastructure investment, with another billion dollars worth in the planning phase.

For University Circle, putting shovels in the ground for Uptown marks a tipping point. The project is smaller than the proposals floated several years ago. It specifies apartments instead of condominiums and will be built in phases, rather than one big bang. But Uptown survived a recession and a financing crisis that turned other potential developments to dust.

Spread across a campus-like expanse of green space, these [University Circle] institutions form a distinct economic microclimate that has fostered the highest growth in job numbers, income and residents in a city that lost 17 percent of its population from 2000 to 2010.
