The University Circle Design Review District has been designated by Cleveland City Council as a Design District in which all new construction and exterior property changes are subject to "design review" prior to issuance of a Building Permit.
It was established to safeguard public and community investments in the institutions and parks of the University Circle area, while promoting development of well-designed commercial, residential, and institutional uses in the district. Review and oversight of the character, design, and placement of buildings, structures, roadways, and open spaces, as required for properties located within the district, is fundamental to fostering positive growth and social welfare of the community and is critical to ensuring development of a premier urban district in University Circle.
In February 2009, the City of Cleveland consolidated all local design review districts into 6 new regions, plus a 7th for Downtown and the Airport. The University Circle Design District merged with the Midtown Business Revitalization District and is now referred to as the Euclid Corridor Design Review (ECDR) Region. This review region is managed by the City Planning Department, with assistance from UCI and Midtown. The coverage area also includes land between E. 79th and E. 105th, along Cedar, Carnegie, Euclid, and Chester Avenues that was not previously covered by a design review body.
